What's different in Utah
Two secondary documents, such as jail or prison papers and a utility bill, can stand in for a photo ID. Homeless people and former foster youth under 26 can get a free copy at any local vital records office in Utah.
Publicly funded treatment is offered in every county through a local authority. Examples: Salt Lake County Behavioral Health (385) 468-4707, Weber Human Services (801) 625-3700 for Weber and Morgan counties, and Davis Behavioral Health (801) 773-7060. Utah Medicaid covers adults 19 through 64 with income up to 138% of the federal poverty level.
If you report an overdose in good faith, give the location, stay until a police officer arrives and cooperate, you have a legal defense to charges for possessing or using drugs (including less than 16 ounces of marijuana) or paraphernalia from the same events. It covers the caller, a bystander who stays, and the person who overdosed. It's a defense you raise in court, not full immunity. Utah pharmacists can give naloxone without a doctor's prescription, and the state health department maps places that give out free naloxone and free fentanyl test strips.
