How to apply for SNAP food benefits

The short answer

Apply through the SNAP agency in the state where you live now. It's free. The state must decide within 30 days, or within 7 days if you qualify for emergency (expedited) help. You don't need a home or a fixed mailing address.145

Since July 4, 2025, adults 18 to 64 without a child under 14 can get SNAP for only 3 months in 3 years unless they work or train at least 80 hours a month or meet another exception. Being homeless, a veteran, or a former foster youth no longer counts as an exception.78

Still inside? You may be able to apply before release

Federal rules let a person in an institution apply for SNAP together with an SSI application before release. The filing date then counts as the day you're released.4

As of October 2024, 13 states had permission to take SNAP applications before release: California, Illinois, Kansas, Louisiana, Maine, Missouri, Montana, Nevada, New Jersey, New York, Oregon, South Dakota and Tennessee. This list may have changed, so ask your facility's reentry office.9

Your steps, in order

  1. 1

    Find your state's SNAP office

USDA's state directory links to every state's SNAP agency. Apply in the state where you live now.2

  2. 2

File right away, even if your form isn't finished

Your name, address and signature are enough to lock in your filing date, and you have the right to file the same day you contact the office.4

If you're approved, benefits are paid back to the date you applied, so filing early matters.1

  3. 3

    Ask for 7-day (expedited) help

You may get benefits within 7 days if your household has less than $150 a month in income and no more than $100 in cash and bank accounts, or if your income and cash together are less than your rent and utilities.14

  4. 4

    Do the interview

Within the 30 days you'll have an eligibility interview, usually by phone or in person, and you'll give proof of what you put on the application. You can bring anyone you choose.14

    Bring
    • ID
    • Social Security number, or proof you applied for one
    • Proof of income (pay stubs, award letters)
    • Rent and utility bills, if you have them
    • Immigration documents, if you're not a citizen
    • If you're homeless: a written statement of your shelter costs works when other proof isn't available
  5. 5

Watch for your notice, and know the time limit

You should get a written notice within 30 days saying whether you're eligible.1

If you're 18 to 64, able to work, and don't have a child under 14 at home, the 3-months-in-3-years limit applies unless you work or join a work program at least 80 hours a month or meet another exception. Ask your caseworker which exceptions fit you.78

    Tip:

Some USDA web pages still list homeless people, veterans and former foster youth as exempt. USDA's October 2025 memo removed those exceptions, effective July 4, 2025.7

If this is you

Situations that change the rules. Ask your SNAP office how they apply in your state.

Homeless

The state can't require a permanent home or a fixed mailing address. A shelter deduction of up to $205.66 a month counts toward your costs. Homelessness no longer exempts you from the work time limit.517

Leaving prison with a drug felony

Federal law bars people with a drug felony unless the state changes it, and most states have. As of October 2024, South Carolina was the only state with a full ban; 24 states had a modified ban and the rest had none. Check your state's current rule.69

Other convictions

Some convictions for aggravated sexual abuse, murder or sexual assault for conduct after February 7, 2014 bar a person who isn't complying with their sentence. People fleeing a felony charge or violating probation or parole are also barred.6

Staying in a domestic violence shelter

You can apply as your own household even if you're still listed on your abuser's case. Only your own income and resources count.6

Aging out of foster care or in college

Former foster youth no longer have their own exception to the work time limit. Students 18 to 49 enrolled at least half time generally need an exemption, such as working 20 hours a week, work-study, or caring for a child under 6.710

Survivors of trafficking who aren't citizens

Since July 4, 2025, SNAP is limited to citizens, U.S. nationals, green-card holders, Cuban and Haitian entrants and COFA citizens. Trafficking survivors without a green card are no longer eligible. Survivors who are U.S. citizens aren't affected. Call or text 888-860-RISE for other food help.11
